Extension efficiently reached a statewide audience and created substantial statewide behavior change by using the following statewide delivery model/tools: Use highly interactive web-based educational tools that can be customized on demand by the learner. The tools could be enhanced through small group discussions that are facilitated on a local level with electronic interaction with content experts.

5. The Extension efforts were amplified because of partnerships with other University departments within UNL and other University campuses, state colleges and community colleges. Key would be integration of non-Extension faculty into integrated teams through special appointments/pay support.
6. UNL Extension created powerful internal synergy by restructuring to issue-driven teams that can quickly shift focus and lines of responsibility to focus on the emerging, priority issue. Adding fluidity to appointments, reporting and evaluation would need to be changed to allow for the fluid work assignments.
